Update manager accesses renamed org.gnome.PowerManager DBus service

Update manager is accessing the Gnome Power management interface at the wrong DBus path:

Running an update with update-tool run from the command line shows:

could not send the dbus Inhibit signal: org.freedesktop.DBus.Error.ServiceUnknown: The name org.gnome.PowerManager was not provided by any .service files

The DBus service was standardised, and is now at org.freedesktop.PowerManagement

Fixing this ought to be quite trivial.

    - move inhibit_sleep(), allow_sleep() into common code and call
      the freedesktop dbus interface instead of the deprecated gnome

    - added tests for sources.list rewriting
