kde-base update install env and share folder at wrong place

Bug Description

Binary package hint: kdebase

With latest update to kdebase 4:3.5.7-1ubuntu17 (AMD64) the "env" and "share" folders of kde are placed directly below the home-folder with no hidden flag. Usually these folders were placed in the hidden ~/.kde folder. This prevents the user for accidentally changes.
Deleting this folders results in recreating at next login so I assume that these one are used by kde instead of the (still being there) hidden folders below /home/.kde

Please revert

Removing kubuntu-default-settings solve this, but you will lost most of your customization of design and the kicker mini-applets wont start anymore until you add them again.

But this is only a hack and the origin should be solved. I've read in package description that the change from .kde to $HOMEKDE is volitional. But it seems to be totally useless because the old path, folders and configuration files are still there.

with latest update the issue is back again.

share and env folder are displayed in /home/username/ instead of /home/username/.kde/

Installed latest version 4:3.5.7-1ubuntu20 and still a minor new issue occur: env and share folder doesn't appear but a new folder "home/$USER" appears in my home directory (where, obviously, $USER is me user name).
Should I open a new bug? The only packages updated are the related one (update from ubuntu19 to ubuntu20)
