Bug Description
Ubuntu 14.04
While I was running apt-get upgrade, Software Updater opened by itself and showed a variety of updates, including security updates.
This isn't actually covered in the spec. It says that Software Updater should open to show *non-security* updates only if "no other package management utility (e.g. Synaptic or Ubuntu Software Center) is running". But it doesn't take into account the possibility that security updates are available but installing.
