[docs] How to enable OpenStack DB backups

Let's provide best practice on how to enable DB backup.
We already have backups for Fuel master node, but we also need to provide our guidance on how to enable backups for OpenStack DB.

This is OS state where only network, filesystem, tty and ssh running on the node.
