Bug Description
Department DB is not currently filled with localized department names.
Test case.
- Switch Ubuntu Touch to Spanish.
- Go to Applications.
- Click on "Todos los departamentos" (All departments).
Expected result.
- List of department names must be translated.
Actual result.
- List shows untranslated.

The list of preinstalled departments is taken from the server, but the server does not include any translations yet, so the scope is blocked on that.
