Openstack HA , flushing of VIP needs to be handled after node failures

VIP needs to be flushed on nodes after node failures as there VIP movement from one node to another.

Otherwise it will result in VM's not getting spawned due to stale VIP entries

The monitoring script make sure vmac in arp table is cleaned up on VIP movement.

Removed the ARP cache clean for VRRP IP from monitoring script.

Fixes: Upgraded Keepalived to 1.2.13-1

Keepalived 1.2.13 has featuers which supports periodic GARP requests to be sent
frequently which will help us to resolve ARP caching issues.
