Unity8 desktop preview does not show any scopes, ie, the Dash

Bug Description
In recent releases of Unity8, when logging into the desktop preview session, there are no scopes listed at top such as the App, Music, & Video scopes.

Problem is cause by new unity8-dash upstart job only running on Ubuntu Touch.
