Bug Description

Mako #162

UI freezes and user cannot recover when switching to an application that is opening.

TEST CASE:
1. On the application scope, launch the calculator app
2. Before it's completely loaded, reveal the launcher and launch system-settings
3. Before it's completely loaded, reveal the launcher again and tap the calculator icon in the launcher

EXPECTED RESULT
It switches to the calculator and the calculator resumes. If it was loading, loading continues.
Other possible result, the icon of the calculator is displayed in the launcher only when it is fully loaded

ACTUAL BEHAVIOR
The UI completely freeze and can only recover with a hard reboot (or reboot from the CLI) There is no crash in /var/crash/
