Tooltips don't seem to notice a mouse-out event if pointer moves to another window

Bug Description
The video shows this nicely
Notice that:
1. Tooltips don't disappear when I move the mouse to the window in front
2. Even if a tooltip hasn't shown up yet, when I move the mouse to a widget in the window in front and wait for the tooltip timeout to happen, the tooltip shows up wherever the mouse is now!
