Bug Description

[ OK ] DepartmentsDbConcurrencyTest.ConcurrentReadWrite (111900 ms)

It is taking almost two whole minutes for this one test to run, and it is eating up several hundred KB/s of disk I/O while doing so. Our test suite should not be this slow.
