Text based install writes files +GMT offset

Bug Description

The installation CD, when used in text install mode, writes files +GMT offset.

I can confirm that this affects Feisty-i386-alternative CD. It is likely limited to text install. Could someone capable of running a graphical install please confirm this?
I suspect that the Debian people might have this problem too, or have fixed/avoided it.

Note that only people east of Greenwich are experiencing this problem. Some people at UTC complain about it too, but I suspect they haven't filled in their profiles completely.

The same problem arises doing a Edubuntu Feisty graphical install on GMT+2 and specifying in the installer that the hw clock is in local time.

While the listed bugs are symptoms of this bug, I do believe that fontconfig should not fail for a reason as simple as files being in the future.
Perhaps a fontconfig guru would be better qualified to confirm that statement.

Having said that, I still think that it is prudent that fontconfig complain of files from the future.

How about this method for time setting problem.

When Install, read BIOS time and show that to user.

Ask, Is this correct time to you ?

When yes, set UTC=no in /etc/default/rcS

When no, set UTC=yes.

I live on GMT+9 then had problem like this,

As I remember Ubuntu installer didn't ask UTC or localtime.

When user do dual boot with other os like windows, this problem can occur more complex problem.

This bug isn't a duplicate of 104553, however 104553 can be caused by this
bug.

I described the bug very accurately in my original report.

Simply put, there is a bug/feature in the text based installer for ubuntu
(and I suspect all debian installer based iso's).

When someone east of Greenwich installs ubuntu, it installs it on the
assumption that the system clock is set to GMT, so when the system boots for
the first time, with it's clock set to local time, ubuntu detects that the
filesystem was created in the future, and all manner of wonderful things
happen. Your GMT offset later, the bug "mysteriously" disappears.
