Add example of how to configure multi-region cloud

Bug Description

The Ops guides contains reference material for regions but nowhere in the documentation is actually creating a second region discussed. It would be good to add an example for creating a multi-region cloud and possibly also highlight some recent changes which allow regions to have separate dashboard installs (a drop down is presented on the login page if this is the case).

There is extensive discussion of multi-region in the Arch Design Guide (http://docs.openstack.org/arch-design/multi-site.html) but we really need some technical description somewhere (and the Ops Guide seems logical). Can anyone point to a good write up somewhere that we can use as source material?

Hi Kato Tomoyuki,

I am just wondering why this bug has been tagged as "won't Fix" ? As multi-regions is a common deployment model nowadays especially in telecom infrastructure. So this issue should be resolved as soon as possible to make Ops clear in operation multi-regions openstack which is mentioned in the Arch Design Guide (http://docs.openstack.org/arch-design/multi-site.html). So far no official technical description for this kind of deployment.

Thanks
Ricky
