Store does nothing when no-internet flag is enabled

Bug Description

When the setting to not include network results in scopes is enabled, the store scope will show no results. This made some sense when we had a single scope that was for installed and available apps, but with the split into two scopes, one must explicitly go to the store scope to get those automatic network results.

However, we may need to obey this flag, when searching in the installed apps scope, and avoid showing store results when searching there.
