Bug Description
Webapps should be able to be launched with urls that override the default ones.
The use case is e.g. the URL Dispatcher that launches a webapp but not with the default url.

* Let other components invoke webapps with a particular URL. This is
useful for scopes or notifications leading to a specific part of a
webapp. (LP: #1336784)
