[data processing] Fix new cluster dialog text

This is *wishlist* item for a fix that was implemented in the sahara-dashboard repo after the merge process started.

The text displayed when creating a new cluster references "cluster templates" which is incorrect.

    Fixed text on create cluster dialog

    * In CreateCluster the action from cluster templates was used
    * In jobs SelectHadoopPluginAction the template from cluster templates
      was used
    * SelectPlugin and SelectPluginAction in jobs were never used.
