[notifications] Can't use toolbar while notifications on screen

Bug Description

With notifications on the screen, they're overlayed on top of the top toolbar, as such I can't tap the back button.

To replicate.
Open system settings -> accounts
Sign in to twitter
Wait while tweet notifications come in
Navigate anywhere in system settings, such as updates.
Note you can't go back while the notifications are on screen.

Based on latest notification specification, user can dismiss notification with right to left swipe.

Only snap-decisions are meant to be dismissable via swipe. Who connected this bug to branch lp:~macslow/unity8/swipe-dismiss-snap-decisions ?

I do not agree with the current state of solution. The design-document explicitly states only snap-decision notifications to be dismissable (via swipe).

Before proceeding with a fix for this I would like to get a clear guideline from Design for this non-snap-decision case. Thus marked as "Opinion" for the moment.

FWIW dismissing only snap decisions doesn't really solve anything as you could always dismiss them, using a button in the snap decision (even though dismissing is actually a different action than cancelling, for example).

Snap decision, Page 11:
"the user responded to the notifications and selected one of the options available. If the snap decision is contracted the user can dismiss it by swiping left to right."
--Note: Notification states that have "options available" feature a "decline" button.

Clickable notifications, Page 17:
"User responded: The user responded to the notifications by clicking it or dismissed by swiping left to right."

Launcher icon badges, Page 21:
"The count is dismissed once the item has viewed the item."

Synchronous notifications, Page 22:
"The time after which this notification disappears is 3 seconds and during this time they cannot be dismissed."

Notification center, Pages 29 & 30 :
"Swipe left to right to dismiss"

In the example case provided (Twitter notification), the notification appears to most closely resembles the 'contracted' snap decision element (i.e. see the notification, tap on it to interact/view in full/reply/ etc or swipe it from left to right to dismiss when no relevant tappable decline/ dismiss button is offered.

Ephemeral notifications are just that. Not interactive in any way and just used to display not too important information to the user, which can be missed by the user without any impact. They are a typical for desktop/convergence settings.

FWIW ephemeral notifications as they are in unity7 now only make sense in a pointer scenario, with touch you need to be able to dismiss them 'cause there's no way to hover to reach what's behind them.

So even if we do still want ephemeral notifications, they need to not be ephemeral to touch, otherwise you need to wait for them to disappear to find what's below.
