Can't set time zone on clock without superuser privs

Bug Description

Binary package hint: gnome-applets

Using Feisty. I have flown to a new city, and want to change the time zone the clock displays while I am there.

Actual:
- Right-click the clock
- Select Adjust Date and Time
- Enter super-user password
- Wait for applet to start
- Change time zone

Expected:
- Either I don't have to enter the super-user password to access the applet OR there is a menu item for setting the time zone which just does it.

I can't see a need for me to be a super-user to change how the clock displays time. I don't want to change the underlying time, I just want to change what the UI tells me it is.

Thank you for taking the time to report this bug and helping to make Ubuntu better. Actually if you change the timezone in GNOME, you change the hour of the whole system, which require root privs to do it. if you don't have this feature , you can't actually change anything. If you want to you can submit a bug upstream in http://bugzilla.gnome.org product gnome-panel . Thanks in advance.
