os-collect-config should fail when any collectors fail

Once this is fixed:

The defaults will be the three things we expect to always be available on a default deployment using os-collect-config.
However, if one of them fails, os-collect-config still runs the command. This is a "fail open" configuration.
We should not just continue to run with a partial configuration. Instead, os-collect-config should sleep and try again until all configured collectors are working.
