Bug Description
Not being able to get rid of unused tabs has been really annoying to me for a long period of time. It's about time this gets fixed.

Fixed in r4467.
Along with fixing this, I've also changed the panels to use a provider now. This change introduces breakage for any plugins that may have used the previous API (add_panel/
