[docs] Docs need information about configuring syslog in Fuel

Bug Description

The docs have no information about how to setup and use syslog. We need information about how to populate the Fuel screen plus some information about how syslog works in the OpenStack environment. For example, does syslogd just run on Fuel Master or does it run on the other nodes as well? Do I get a consolidated log or need to look at individual logs for each node? How do I interpret the roles? How do I modify the syslog configuration after initial deployment? Is syslog configuration identical for CentOS and Ubuntu?

Should also include a bit of information about what syslog contributes to monitoring and troubleshooting OpenStack -- how it relates to other monitoring and troubleshooting facilities

I'll point to the standard docs for basic info about syslog/syslogd and we can also point to the standard OpenStack docs if they have anything that is relevant.

The standard references would be a good start.
The situation today is:
1) there is a short overview of Fuel logging to syslog https://drive.google.com/a/mirantis.com/file/d/0B0UMyn5tu8EUbUpZZ05Xblg0Qzg/edit?usp=sharing
(does not include the "PXE bootstrap" and "provision" parts - that is actually the description of "deploy" and "operate" stages for OSt cloud.)
2) there is a big update incoming for syslog configuration in Fuel 5.(0.?)1 related to the recently introduced logging improvements in Openstack IceHouse

Considering the aforementioned, I will provide an additional info and answers for the given questions as far as logging improvements patch https://review.openstack.org/#/c/90980/ will be accepted in Fuel (as you can see, there are a *lot* of changes and some of them were partially addressed in the "Fuel logging" slides).

Wow! This all looks wonderful -- I look forward to documenting all this!

I'm thinking that I should just skip syslog for 5.0 -- we've lived this long
with no information and we're running out of time. Then we can dig in
and write this up right when you implement the improvements.

When we get to it, we should do the following pieces:

- Information about configuring syslog and anything else in
  the User's Guide
- Information about how logging works in Reference Architecture
- Information about managing and using the logs in the Operations
  Guide -- perhaps the first subsection to Troubleshooting, or we could
  put the logging information in its own section and then mention it
 at the beginning of Troubleshooting.

Let me know if you think there is something I should do for 5.0.
