[ui] after error in deployment no warning for healthcheck tab is shown

1. Deploy a cluster with error deployment result
2. Go to Healthcheck tab - all tests are disabled, no warnign is shown
Expected - warining is shown

In the https://bugs.launchpad.net/fuel/+bug/1316127 ticket it was decided to unlock the tab for error environment wth no warnings. So, marked this issue as Won't fix.
