I was trying to attach all the debugging information you have requested in https://wiki.ubuntu.com/Kernel/Debugging/Backlight but of course I can attach only one file. "You had only one job !" god damn it ! So here you have it packed - just as you dont like.

I have only tested video.use_bios_initial_backlight=0 because it was the first one and it actually worked nearly flawlessly (the only flaw was that I can lower brightness down till it turns off backlight completely). the hotkeys worked and I haven't noticed any lag when changing brightness. If you want I can check other workarounds if it is necessary.

Krzysztof Dłużyński, could you please test the latest upstream kernel available (not the daily folder) following https://wiki.ubuntu.com/KernelMainlineBuilds ? It will allow additional upstream developers to examine the issue. Once you've tested the upstream kernel, please comment on which kernel version specifically you tested. If this bug is fixed in the mainline kernel, please add the following tags:
kernel-fixed-upstream
kernel-fixed-upstream-VERSION-NUMBER

where VERSION-NUMBER is the version number of the kernel you tested. For example:
