iwlwifi error dumps: not enabled in distro, could contain private information

Bug Description
We've been advised that the dumps which are collected from the kernel for debugging iwlwifi kernel errors may contain data which could be considered private, so reports which contain this data should be private.
As luck would have it, we haven't been collecting the dumps anyway. The script to collect them is present in the version of apport shipped in Trusty, but it's not getting installed. When releasing this fix the packaging should get updated to install iwlwifi_error_dump along with a udev rule to trigger the reports. I'm attaching the udev rule that I'm using to test.

Privacy marking fix merged upstream. Upstream already has udev/50- apport. rules from your original MP and setup.py installs it, but apparently we were missing the debian/*.install bits for it.
