time to remove the old web-based selfcheck interface

Bug Description

The old web-based self-check interface (http://YOURHOST/opac/en-US/extras/selfcheck/selfcheck.xml) has not received any updates since 2010. It also has at least one long-standing bug (bug 918338) that has never received any interest.

GIven that that the new self-check interface is actively maintained, the old one should be removed.

One question is whether we announce a deprecation in 2.7 or simply remove it in 2.7. My vote is for the latter.
