Bug Description

In Ubuntu 13.10 Desktop, workspaces are enabled through System Settings. These are arranged ina 2x2 grid.
Top row responds to wnck messages to move windows correctly. Bottom row is unresponsive. Should behave the same way.
Always happens. Verified with devilspie at debug mode.

Hmm, this was started ~1.5 yrs ago. I have moved since to Ubuntu 14.04.
Don't remember the case, but I suspect it involved incorrect initial app
placement in the desktops.
And yes, problem still exists in Ubuntu 14.04. App windows do not move to
desktops correctly, using devilspie.
