New style tooltips are not themed correctly due to name change

Bug Description

The hint has changed from "gtk-tooltips" to "gtk-tooltip". We need to catch both for backward compatibility, as, for example, Metacity is still using the old API.

In the GTKRC file:

widget "gtk-tooltip" style "clearlooks-tooltips"
# Keep this for backwards compatibility in GTK+ 2
widget "gtk-tooltips" style "clearlooks-tooltips"

This is a similar problem in gtk-engines, but I will take that upstream.

One outstanding issue here is that the padding is not applied to new style tooltips. I'm not sure why this is.
