Bug Description
test_ovs_lib is now placed under Open vSwitch plugin tests, but ovs_lib is under agent/linux.
The test should be moved to tests/unit/
Note that it should be done after Icehouse is released (not Juno development open) to avoid unnecessary backport conflict.
