"Cut" option shouldn't be available when TextField or TextArea are ReadOnly

Bug Description
"Cut" option shouldn't be available when TextField or TextArea are ReadOnly.
Steps to reproduce:
1. Create TextField or TextArea as ReadOnly, and add there some text
2. Select text on TextField or TextArea (for example by mouse)
3. Long press Left Mouse Button. Two options appears "Cut" and "copy". It should be available "Cut" because we cannot modify the text.
