ntpd does not have Linux PPSAPI support

Bug Description

I need Linux PPS support to make use of 1PPS ( https://en.wikipedia.org/wiki/Pulse_per_second ) capabilities of GPS receivers connected to the Pi.

A Debian bug was opened in 2012, but not addressed: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=691672

In the interval, the Pi I was using suffered an apparent VRM failure, and I threw it out.

However, I've replaced it with a Pi 2, and I'd like Raspbian to provide ntpd (and Chrony) packages with PPSAPI support compiled in.

I'm sorry, but the (hand-compiled) kernel I'm using doesn't seem to have any relevance to whether Raspbian ntpd was compiled with PPSAPI support. It wasn't. Please consult the config script flags used in the package source. Current "production" ntpd (4.2.8p5) requires the flag "--enable-ATOM".
