[docs] Document how puppet now runs

I removed the old docs that described Puppet quirks when it ran on the Fuel Master. Now we need to provide enough information about how Puppet runs now to support troubleshooting efforts I.E. rsync files over to a node, run puppet apply?

Thanks, Mike.  We do have some docs about how puppet works in fuel-dev.
My understanding of Andrew's comments is that the new implementation has
some behaviors that need to be explained to non-developer users, similar to
what we had in http://docs.mirantis.com/fuel/fuel-4.0/frequently-asked-questions.html#common-technical-issues --
I will talk to him on Monday for clarification.

This came up because I suggested that the items in the old section belonged in the Release Notes
rather than in the main docs, and then learned that these were no longer true.
