Bug Description
cd `mktemp -d`
mkdir -p debian/locales
localedef -c -f UTF-8 -i es_VE debian/
expected result:
-> no stdout/stderr exit 0
actual result (stderr + exit 1):
LC_MONETARY: value of field `int_curr_symbol' does not correspond to a valid name in ISO 4217
the localedef invocation is done during localechooser & ubiquity builds.
It used to work in 2.18.

This is a bug in the locale shipped in langpack-locales, not in localedef in eglibc.
