Add a way to block "pre-cat" item creation based on permissions or settings

Bug Description
When a staff member misscans or mistypes the barcode in the checkout screen, they are given the option to circulate the item as a "pre-cataloged item"
This was intended so that new items (not yet in the catalog) could go out to patrons as soon as possible.
The downside is that when a item in the catalog is mis-scanned (and the staff dont catch this), they can create a "pre-cataloged item" which then has to be deleted from EG. This item doesn't have any statistical categories attached to it, so these circulations skew the circulation statistics.
It would be useful if there was an way (be it a permission or a org unit setting) so say "do not allow pre-cataloged items to be created"

We have seen this on our 2.2.1 system, but it appears to exist in all versions
