juju sync-tools --version supports major and minor but not patch version

juju upgrade-juju supports only major.minor for --version, and it's documented in the help.

What happens if you specify --version 1.16? It should pick 1.16.3 if it's the latest in the series.

Sure, but I want to specify patch as well, hence the bug :-)

The problem is that I want to sync 1.16.3 and it is not the latest
version in the series (1.16.5 is).
