Failed Murano OSTF tests are not delete created environments

Need to add tear down method for all Murano OSTF tests.
Steps To Reproduce:
1. Install Fuel from the latest ISO
2. Create simple environment with Murano
3. Run Platform OSTF test

Observed Results:
Extra environment after the tests.

The root of this problem in test actions: test can fail and 'delete environment' action will does not execute.
