sync genshi 0.7-1 from debian

I just uploaded genshi 0.7-1 to Debian. It'll be stuck in NEW though because I added python3-genshi binary package. Once that clears though, we should sync the Debian version to Ubuntu. AFAICT, the 0.6-3ubuntu1 version no longer contains any Ubuntu specific deltas, so we can just syncpackage -f it. I'm happy to do that.
