Bug Description
For screen readers it's important to specify the lang attribute in the top-level <html> element. The attribute should be set to the primary language of the document (so the screen reader can read it in the right language)

Added lang attribute to all front-facing files (Bug #1259395)
Changed header templates to include the HTML lang attribute, the
value of which is calculated in htdocs/lib/web.php
