The software you are referencing is commercial and exists in the "multiverse". When you "buy" $0 software that is commerical, you are also subscribing to a private repository that is outside of the control of Canonical and you have to go through a verification process to do so.
This has been discussed before and the overall response has been "too bad". https:/
