Installed keepass2 (2.24+dfsg-1) using first ubuntu software center, then using terminal. In both cases, when trying to invoke "open - file" for the first time, the desktop crashed and was sent to the log in screen. Running Ubuntu 13.10 with all current updates installed.

Are you running xmir? It comes from the unity-system-compositor package, so you can check using:

dpkg-query --status unity-system-compositor

If this is the case, you can uninstall this package and KeePass should work.

Also, if this is the case, we should close this bug as a duplicate of bug #1247942

I'll have to check but most likely I do have that (I'm assuming by what you
said its a default part of Ubuntu 13.10 because I was running a brand new
install of that).
