Thank you for taking the time to report this bug and helping to make Ubuntu better. Unfortunately, we cannot work on this bug.
AMD/ATI has decided to drop the support for Linux on cards 2xxx-4xxx. This is why you couldn't find clear instructions on how to install the fglrx driver.

Ubuntu (and Linux in general) cannot do anything about that.

In case you want to use the fglrx driver , I would suggest to stick in a version of Ubuntu which xserver-xorg-core package is under 1.12 version. (e.g Ubuntu 12.04.1)
or
you can use radeon driver which is included in Ubuntu and is enabled by default.

Wow wtf, a reply! Lol am honestly surprised and shocked. It's cool about
the bug. Annoying but whatever. It's a 7 year old PC. I needed the drivers
to stop graphics fan from running at full speed all the time. But someone
posted a roundabout work around, which set the computer or graphics profile
to low power mode and that reduced the fan to slower speed and just be less
noisy. Because it was very noisy
