zram-config.conf does not have a "Stop" line

Bug Description
In the /etc/zram-
Shouldn't any init config file have a "stop" line after the "start" line? Something such as:
stop on runlevel [!2345]
just after:
start on runlevel [2345]
?
In /etc/init/
*******
start on runlevel [2345]
*******
but there is no stop line.

Meanwhile upstart is gone, and there should be systemd unit files?
