[tabs] Make TabBar usable standalone

In the Unity8 Dash we want to use the TabBar component, this is now hard since TabBar is using
  property Item tabsItem
where it gets all the interesting stuff from (model, currentindex)

What I'd like to see is an api so that you can do something like

    id: tabbar
    height: units.gu(7)
    width: units.gu(40)

    onSelectedTabIndexChanged: console.log("TabChanged", selectedTabIndex);

    tabs: someModel
}

ideally we'd also need a
property real currentButtonWidth: 0
in the TabBar or in the TabBarStyle with the width of the current text so we can use it in some calculations

Basically the Dash has a search box that needs to be either shown over the tabbar or to its right depending if there is enough available space and for that i need to know the size of the text, see the attached screenshot.

BTW my MR had code to expose that property.

that could also be solved by putting the TabBar (when it is exposed) and SearchBox in a column, or anchoring them together. TabBar size can stay fixed, even if the active tab text becomes larger or smaller.
