unable to upgrade to 13.10 via upgrade-manager

Bug Description

After getting a notice for bug 1214186 i did the following:
sudo apt-get update
sudo apt-get dist-upgrade
sudo update-manager -p

I am still unable to migrate from raring to saucy on my vm.

The upgrade is prevented rather than remove the postgresql-8.4 package which does not exist in saucy. This is done to ensure that you do no lose access to your databases.
