Bug Description
1) Open System Settings
2) Navigate to Keyboard-
3) Change the value to "Right Win" (or any other shortcut in the list)
4) Type somewhere (e.g. gedit, terminal) "Right Win", ":", ")"
What happens: you see the two characters ":)"
Expected: you see the smiling-face character "☺"
I upgraded from Ubuntu 13.04 where this setting was somewhere else and worked.

Is seems that this shortcut is stored in the gsettings scheme "org.gnome. desktop. input-sources" in the key "xkb-options"
I found this workaround:
$ setxkbmap -option compose:rwin
The other values in the gsettings key are also ignored and can be applied with setxkbmap too.
