Impossible to start trove-api in fake mode.

A recent change to Trove allowed the use of the official Oslo RPC proxy class to talk to TaskManager rather than the old wonky class, which is good.

However, this broke the ability to start up the trove-api daemon in fake mode. It nearly works but any async calls to task manager are never processed.

    This commit adds code to register taskmanager as a fake endpoint.
    This allows the fake daemon to work again.
