click-dev should be Multi-Arch: foreign

Bug Description

The click-dev package is marked Architecture: any "to avoid binNMU irritation". It also has -dev packages as reverse-dependencies that are interesting to be able to cross-install in a multi-arch world. So click-dev should be marked Multi-Arch: foreign
