Error in exception handler for_check_public_network_connectivity

When check public network connectivity fails, an error happens while handling the exception: http://paste.openstack.org/show/47583/

the useful info that should be logged are therefore not logged.
It seems that the debug option group is not stored in tempest.config.TempestConfig as an instance member
