Bug Description

In some places the filebrowser pieform element has the upload option set to false.

so dropzone js throws javascript errors due to fileDropzone element not being present in document.

dropzone loading when not needed (bug #1231671)

- when filebrowser pieform element has upload turned off,
like the filechoosers in skins, it gives js errors.
