[background] should hide welcome screen image and selector

Since it was decided to not support "changing the welcome screen image" for v1, we need to drop that from the UI (with the selector as well)

https://wiki.ubuntu.com/Appearance#Phone has a new design, but we were asked to focus on making what we have work and not start changing designs, so let's just hide those Ui elements (conditional with the environment variable used for others I guess)
