Can't install latest emacs-snapshot on Ubuntu 12.04 LTS

I've already followed the steps to purge all emacs related packages so this is a fresh install:

I am seeing a similar issue on Raring Ringtail after following all the instructions on the PPA site. Here is my log output:

Install dictionaries-common for emacs-snapshot
