Heat stack topology doesn't render under firefox

The topology tab doesn't work for me

OS: Ubuntu Raring
Firefox version: 24

Also doesn't work on OSX

It does work for chrome on the same hosts

    Code quality improvements in heat topology

    Ensure that functions are not declared conditionally and
    that they are declared before being assigned as callbacks.

    This commit contains no code changes, only rearrangement
    plus whitespace and semicolon fixes.

    Fixes Bug #1226945
